The interpretation of statutory premises is focused on the person who makes out a document and the nature of the document, combined with its content. A misrepresenting document has a narrower coverage than a document within the meaning of Art. 115 § 14 of the Penal Code containing the statutory definition of document. Note is taken of the meaning of the provisions therein that must have legal public significance.
